Methodology
Safer States used Quorum, a policy tracking software, to identify policies introduced in state legislatures, which were then reviewed. We also analyzed policies under consideration in key rulemaking processes. Finally, we incorporated information from state-based advocates about policies that may not have been introduced yet but are anticipated to be introduced in the 2025 legislative session.
This analysis is based on policies introduced in 2025, policies introduced in 2024 for consideration through 2025, and, policies anticipated to be introduced in 2025. We have also included information on regulations being considered by states that are implementing existing laws. Some of the proposed policies discussed are components of a broader policy or bill.
